Trying to install Windows 8.1

I'm trying to re-install Windows 8.1 on my mothers laptop with a broken screen, but it won't output to an external monitor via VGA or HDMI?

Ryzen 5 5600x

16GB 3200mhz ram

Asus TUF Rx5700XT

600w PSU

256GB NVME boot drive

1tb sata ssd game drive

2tb mechanical storage drive

Logitech G815 Tactile

Logitech G502

AudioTechnica ATH-G1WL

Some laptop you actually need to go into the display settings and tell it to transmit a signal so if the screen is broken that might be kind of hard. What OS is on it right now?
