use local accounts?

The reason why the synchronization happens is due to using a Microsoft account. If you use a local account, the issue should go away. There may be an issue in the account settings themselves to prevent it, but I'm not sure.

switch to a local account. the background keeps changing along with other settings is because you were signed in with microsoft account
