If you use a Fan Controller what doubles as a splitter you can control it. Or a splitter what has a PWM plug to go into ur mobo

 

If you connect it directly with a adapter to a molex it will run at max speed.

If it is a 4pin fan, then yes.

Molex from PSU to fan has fan running at full speed (12V) whole time. Putting splitter between PSU and fan doesn't change that. Instead of one, you will have 2+ fans running at full speed (12V).

 

You can adjust fan speeds or run them with lower speed by:

- using voltage regulators between molex and fan

- using hardware fan controller

- using mobo to control fans (will require some tinkering)
