Deteriorating Thermal Compound?

Upon disassembly of my computer to install an Intel mPCIe wifi adapter, I noticed this gray stuff embedded in part of the stamped logo of my backplate. I haven't had my GPU out of my system in a long time, so I can't remember if it was there before. Is it normally this... "wet" looking?

That looks like a melted thermal pad. I would RMA it.

You can clean it off with some isopropyl alcohol it's caused by the the oils from the thermal pads leeching out which is fairly common on GPU's.
