That's called artifacting. Do you have any overclocks on your GPU?

30fps in Fallout 4 everything low, feels like console [emoji14]

Lol I still have a HD6570 in my rig.

Runs GTA V 40fps medium settings.

If I'd say it was a gaming PC, they would say "nice office PC"
