CPU not downclocking

I never bothered to check my CPU speed for a long time but I just noticed that it now stays at its turbo clock of 3.8GHz even while idle. There is nothing utilizing the CPU in task manager. No overclocks, speedstep is enabled and the BIOS has been reflashed to the latest version. I am on Win 10. Specs in my sig.

 

 

Clocks stay at 3.8GHz both in Aida64 and in task manager even when idle

Temps stay okay though

What the heck is going on?

Shit, that was it. Somehow Xilisoft made its own power profile without informing me.
