I play gta 5 on ultra and get 60. but not constant. I usually get 45 or less, which bothers me because I know I can play at a constant 60. and on borderlands 2, with ultra settings I get 25 FPS and thats not acceptible, and other games like battlefront and farcry bloodragon play at ultra constant 60 fine.

So how do you know your experiencing a bottleneck exactly?

GTA V is normal, the borderlands fps is the only issue, so I'm going to blame the game or whatever driver you are using, also after looking over your specs I see no bottlenecks (It's likely software issue)

Are you sure its the cpu? leave task manager and gpuz open in the background while playing the games that dont give you a consistent fps, and see which is being maxed (should be the gpu)

The lastest driver actually might be the issue (as it has certain game specific issues) to check your driver number go to the nvidia control panel, there should be system info link in the bottom left corner, click that and your specs (including your driver number) will be displayed, if that number is 159.xx (the xs can be any number it doesn't matter) I suggest you change it to an older one (not sure which one to recommend http://www.nvidia.com/download/driverResults.aspx/94214/en-us but I use this one just not the windows 10 version nor do I play borderlands) otherwise it could be anything from windows 10 to random chance that is causing the issue, which I wouldn't be able to help with

86 C on the CPU under load? Yea that's not normal, most likely the CPU is throttling its clocks down to save it's ass. You shouldn't even be hitting 70 C if you're using a stock cooler, probably a dusty fan, fan is not sitting correctly or bad thermal paste application.

im using the cooler master tx12 and its on there good with good thermal paste

Your CPU might be overheating and throttling, but dropping below 60 in GTA V with an i5 is normal. It's a CPU heavy game. I get 100% usage on my 4670K at 4.5 GHz and I drop below 60 as well.
