Dell Optiplex GX1 USB and PS/2 Issues

I am currently rebuilding a Dell Optiplex GX1 PC and I can't seem to get a keyboard working with either the USB ports or the PS/2 ports

I am not entirely sure about your issue however I would like to remind you that you must plug in ps/2 mouse and keyboards while the computer is off and then turn it on or else the computer won't detect them
