Is the main risk in overclocking a gpu the voltage? If I only move the core clock is that any risk? (I understand it won't be as high of an oc without touching voltage)

the two big dangers of overclocking are heat and voltage , but if you have adequate voltage , any modern intel cpu can go up to 1.35v and you can still expect a very good lifespan out of it ( 24/7 is safe)

 

EDIT ; read cpu instead of cpu.

 

You're still fine.

 

Mine is at +75mv and runs fine.

I'm planning on getting an r9 390 (App4that yes, not a 290) very soon.

well then if you stay below 1.3v youll be fine. you could probably go higher than that as well

well then if you stay below 1.3v youll be fine. you could probably go higher than that as well

 

I had a 390 and oc'ed it to 1170 core and I think I bumped the voltage too much, 3 days later it broke...not sure if it was my oc or the card itself was faulty (MSI R9 390 LE 1010 mhz)

Was playing Rainbow Six Siege beta and then all of a sudden the screen went weird (a mix of colors), moved hdmi to igpu on 4690k via mobo, and that was working, took the gpu out and plugged it back in and still wasn't working, I blamed it on overclocking but other reviews online say theirs died too so i'm not sure, now I'm afraid to overclock.

doesnt sound like an overclocking fault to me. if you put too much voltage it will degrade over a much longer period. that sounds  like it was faulty.

What is plus 100 voltage in number form (e.g. 1._ volts) in MSI Afterburner?

+100mv. what voltage were you getting under load? check with hw monitor
