4790k vs 6700k for streaming?

No noticeable difference, also remember that streaming takes a huge hit on FPS

there's no difference between the two, go for the cheapest unless you really want to go to DDR4.

If you are starting a fresh build Id say go 6700k. If you already have a 1150 go with the 4790k. I think you'll be able to get by just fine on a 960, 970 is quite better but the cost reflects that.
