Electronics freezing and dying

Hello there,

I live on a countryside where everything sucks, including electricity. My problems mostly happen on weekends, and those are my computer freezing, my router freezing from time to time, my laptop(with no battery) freezing, hard disk drives (not ssd's) dying very fast, 2 microwaves died within a year and also microwaves sometimes, but rarely,are not heating water, so after 2mins in a 1200w microwave, water is still cold. I've been wondering if this problem could be caused by the electricity in my house/village. What actually happens is that on weekends, when also electronics fail the most, electricity sometimes goes crazy whenever a neighboor or some1 is using a device like microwave etc. What happens then is all the lights are "oscilating", or periodically changing brightness, sometimes they even go completely dark for a second or two. I'm not an expert in electricity but I assume that when lights do that, other more sensitive devices like computers are taking damage or something similar, or is my problem just a coincidence?
