no because it's grossly unbalanced that CPU will bottleneck the hell out of that powerful GPU...get yourself at least a core i5 and lower the GPU if needed to R9 390 or GTX 970.

Also, if you go with a locked CPU (non ''K'') get a H170 motherboard since the Z170 are meant for overclocking (unless you plan to use dual graphics cards down the road)

Get a 4690K as mentioned in my build. It's cheaper and there is a very minimal difference in performance when put up against a 6600k

Oh dear.

Do you need an OS?
I'm assuming you need the monitor, keyboard, mouse, etc in the $1,000 build?

Just looking at your list there are a few things that need attention:

  • Z170 with an i3 is usually a no-no unless you need some of the added features it brings
  • Seagate hard drives usually aren't as reliable Western Digital hard drives
  • The 390 usually overclocks just as well as the 390x, at a much lower price

no because it's grossly unbalanced that CPU will bottleneck the hell out of that powerful GPU...get yourself at least a core i5 and lower the GPU if needed to R9 390 or GTX 970.
Also, if you go with a locked CPU (non ''K'') get a H170 motherboard since the Z170 are meant for overclocking (unless you plan to use dual graphics cards down the road)

I don't believe the i3 would bottleneck that card that much, but definitely agree about the 390.

Z series boards have a lot of other advantages over the H series boards, and honestly, the prices are usually so close that sometimes it just makes sense to get the Z. It also opens up the path for future overclocking should he upgrade the chip later on, instead of having to buy a new one.

Ok. To start off the cpu would be fine for a lower powered system but I would step up to an i5 as the four actual cores will fare better than the dual cores and four threads in the i3. Still skylake is a good choice. As for the motherboard, its ok. I don't think that z170 is needed. Maybe go for a B170 or a H170 if you want to save a little bit of money. As for RAM, just go with the cheapest DDR3 or DDR4 (depending on what your motherboard uses) as long as it is made by a reputable manufacturer and is 1600mhz or more. Dont worry about the fancy shrouding. It is for nothing but aesthetics (although maybe that matters for you, i know I like my system to look ballin'). I reckon that 8gb is enough if you don't edit anything or do any workstation centred application work. If you doi do that stuff as a hobby then go with no higher than 16gb. As for your choise of HDD. Nope nope nope nope nope. That is a surveillance HDD that is meant to run 24 hours a day all year round. Go for one of WD or Seagate's more consumer oriented HDDs and you will get it for a better price. I would personally use Samsung's 850 EVO 500gb SSD as it offers good performance with high capacities for a reasonable price. Thats just me. I like things to load fast so SSD is the way for me. As for the GPU; rock on brother! :) That will push 144fps in competitive titles easily. However, if you are playing more mainstream AAA titles then grab a larger screen that runs at 60hz rather than 144hz. 27' is usually a sweet spot. Have a look at BenQ and ASUS's monitors. Maybe even a 1440p screen seeing as you have a graphics card to run most games at that resolution. For a  set of nice peripherals I can only give my personal recommendations for what I want as everybody has different taste when it comes to things like these. The CM Storm Devastator is actually a very good set for the price. The mouse takes a while to get used to but is actually quite comfortable once you use it for a while. Maybe go for the CM Storm Octane which is similar but offers a bit more quality and functionality as well as some nice features like a more sculpted mouse and multicoloured blacklighting. I would personally recommend going for a mechanical keyboard and a more sculpted gaming mouse. I use a Daskeyboard Model S with brown switches and I love it (might mod it with MX greens soon as I like heavy switches like the IBM model M) as well as a EpicGear Blade. I can fully vouch for the mouse as it is a low price monster that is great for CS go as well as everyday computing with great DPI switching, nice sculpted feel and sensor activation only a the lowest hights abovethe mouse mat. They keyboard is a bit expensive so I would check out the AZIO MGK1 as it is an amazing mechanical keyboard for a minuscule price and is hugely popular. It was even featured on NCIX when they did the mechanical keyboard buyers guide with Linus. Anyway, I hope this helped you out and you took some of my advice. Tell me what you think and have a great day.

Haha, dear God that's a huge wall of text. Very helpful, but I'd maybe put it in point form next time. Easier to read. :)

I don't think a 500GB SSD is a good recommendation for someone who's clearly on a pretty tight budget, and I think if possible 16GB of RAM is always the best choice; it's usually only a small investment, and I find myself constantly hitting the wall of 8GB. Also, 27" 1080p looks awful depending on how close you're sitting to it. This of course depends on your vision, but I couldn't stand it and ended up giving the monitor to my father.
