Use a program such as EVGA Precision or MSI Afterburner and make a custom Fan curve.

Something like this in Msi Afterburner should solve your problems

MSİ afterburner, ASUS GPUTweak, EVGA Precision...etc there alot of programs out there you can use ;)

I think this feature is only on Twin Frozr IV cards and not Twin Frozr III cards. Unless the person has the Lightning card, this shouldn't be the problem. I have a Twin Frozr III card and it is not loud when my computer boots up.

I think I know what's causing your problem. Go to Catalyst Control Center. In one of the menus there should be a fan controller. Now it's set to 50% manually. You can turn it down to 35% or just put it at auto. Then just click Apply, OK and you're good to go.  :)
