A dual-core CPU, not even the 4GB x64 expectation and a veery old GPU with only 1gb RAM, and an old-school hard drive.

I assure you that without a complete architecture update and rehaul, that no "cheap upgrade" will prevent you from being "way behind new games." Not in 2015.

I do have a budget of around 100 USD.

And I am from Romania.

I was also thinking about updating in part, for example I buy a motherboard and a CPU now, and later a GPU and so on.

Cause I know that the motherboard(but not only) is dragging this PC down.

Look around for a used Core 2 Duo (+motherboard) or possibly a Q6600 (though I doubt you'll find the Q6600).  Motherboards/CPUs from that era were typically compatible with DDR2.  Save a bit more money for a used graphics card, but focus on those upgrades first.  You won't get anything new for that price.  Make sure to get a case as well.  I'm wiling to bet that you have an OEM machine (assembled by someone else).  Focus on the RAM last unless you get some for a bargain and realize that you won't be playing any triple A games without a bigger budget.  Make sure the motherboard you get as at least 1 PCIE 16x slot.

Oh and you will probably also need a new power supply.
