GPU usage spikes then drops during gaming

If you look at the picture under the "GPU Usage %" that was me playing rocket ball on a r9 390x Strix edition. I need some help with this...I have tried researching the problem but it's hard because I don't quite know what I am looking at. What is this indicating? Is it an unstable card? The card is ran at stock speeds on the stock mode. My CPU temps are perfectly normal. Can someone explain what is happening here?post-163298-0-92608900-1449170330_thumb.

It's normal for usage to fluctuate a bit as some parts of the game are more demanding than others, but that does seem like an abnormally large variation...

If the game is smooth, I would assume its just the GPU rendering different parts of the game.

it's all games. The fps is mostly smooth with frame drops every 3-5 seconds or so. Some games don't render medium distance-long distance well if at all. A restart helps that issue for about 5 min or so. The drivers are all up-to-date. There is no noticable stuttering.

It's a long shot but try running this tool and watch the bars for a bit (a minute or less should do).  If there are any tall yellow or red bars something is probably wrong with drivers, or something else...

the bars are all sitting at around 1000 or less

well, that's good but I guess it isn't going to help narrow this down  :(
