Can't Get Window's Key to Work!

I have (well it's my mothers....) a Dell Dell Inspiron 560 from like idk 2012. The HDD dying in it, PC run's slow and chrome likes to crash. I bought a SSHD for myself thinking that I could get C$400 for a trampoline + the C$200 I had... Well that didn't happen, so I have this SSHD i wanna use, but I cant make a boot disk for USB because microsoft doesn't recognized the code so I can get a boot image....

 

Anyhelp????

It's impossible to download Windows with an OEM key, so a key from a manufacturer like Dell, HP, Lenovo etc. It's limited to retail keys only.

This is why there is a repair factory settings partition on PC's bought off the shelf OEM.

 

I can't imagine buying a PC in such a way... but many do.
