The maximum amount I can spend is 400 and I'd like to have i5 if it's possible 

 

Unless you can go $500, you're stuck with an i3 I'm afraid. I'd say if possible, save up for a bit longer. If you're investing money into it. You'd want a good build, not something you might be disappointed with.
