Use gpu full potential (SMITE)

I upgraded my gpu from an r7 260x 1GB to a xfx DD 6950 2GB. How ever the card seems to be performing less then my other card in the video game "Smite". I used msi afterburner to take some look at what's really going on. It seems that the gpu usage doesn't go much above 30%. My fps is below 50 on max setting which it really shouldn't and v-sync is disabled. Is there a way I can use my gpu's full potential?? My cpu isn't completely used either... I just know I can get more fps, is this a design fault in smite's engine or something?

please help me out.

I played SMITE for a long time, and I can say, that game is not optimized very well.. Not your hardwares fault.

I have an i3-2130 which is 3.4 ghz so no OC. I don't think it's the cpu though as it ran fine with my r7 260x

have you tried any other game?
