So I'm basically building a new pc, just using my old hard drives, I need some help on budgets. I have the parts, might have went overkill on the psu though, need some help.

Here is the parts:

http://ca.pcpartpicker.com/p/6dhYkL

I have $1000 CAD to spend, but a $1500 build, im gonna eventually work towards it I just need some starting points, currently I have a xeon w3565, 6gb of 1088 MHz ram, a gtx 650, definitely need a new case and motherboard though.

Any other good cases with good cable management for a mid tower in Canada Computers? Dont wanna have to buy from multiple places.

Here, you don't need an extra CPU cooler and a Z series board for a locked CPU. Get a H97 board. 16GB...unless you need it or it'll be somehow a waste. Get a R9 380/380X, it out performs the 960. You don't need 750W, 650 is enough

Edit: 450D is sorta a waste. You don't need that kind of expensive case. Even a Spec 01 is enough

Get Windows from /r/microsoftsoftwareswap. PSU is a bit much but doesn't hurt. No need for Z97 unless you plan to get an overclockable CPU later. You don't really need 16GB RAM but if you want it and can afford it go for it (bit hypocritical since I have 16GB). Maybe squeeze an SSD, even just 120GB in there? Black Friday/Cyber Monday deals are making them super cheap.

I'm just asking for narrowing it down basically, and I'll pick up a 4690k, since its like $20 more, and I can outperform, I'll get my ram down to 8gb, thanks for that, and I can work up. And do I get windows on a usb that way? I only got a 1gb one right now but could pick up a better usb if that's the case

Well, you don't really need a 4690k. It doesn't help performance all that much (speaking from an owner of both a 4460 and 4690k). It's more for the fun of overclocking if you're into that. If you went for a locked CPU option you'd save on the CPU and motherboard. Get an 8GB or more flash drive and use this guide: http://microsoft-news.com/how-to-create-a-bootable-usb-drive-for-windows-10/ (use the easy method)
