7990 for pure performance, but the 390 970 is a better buy overall.

what if the hd7990 is $275

how is that a ripoff? It's basically 2 280x on pcb. The each cost~ $180. And we're are you getting 690 at prices like that all of the ones I find are like $325

I´d go for the GTX970. The 7990 eats lots of power and suffers in many games from really bad micro stuttering, I´ve tested the card back in the time it was released and it got me sick. And when you have games that don´t support CF then you run a single 7970 against a GTX970.

If it was two single 7970s (280X) this would be different, but this particular card was never really a good choice IMHO. Go with a good cooler design GTX970 and you´ll have no issues.
