Mini ITX Gaming Console Killer PC!

I want to build a console killer for 400$ that won't have a big case(be as small and out of the way as possible). I need a parts list for this system. This system will go underneath the TV in my living room as a media center and gaming area. So I do not want the case to be big or get in the way. I have a budget of 400$ on this build, which is what the consoles cost most of the time.

All an all, a mini ITX build with a 400$ budget that is better than the Xbox one or ps4, do not include the price of an OS and I won't be using SSD's. If anyone can put together a parts list that they would choose I would love it!!!

Thank You!!!

You guys picked these motherboards but are there any mother boards with on board wifi that will also work in the configurations you both have set up?

The V1 is basically the same thing in terms of size, it just looks different. And yes I know that case exists.

I just realised I have enough budget space to fit that in(ish)  :D
