Atm they're in the same price range 179$ and 171$ respectively. So which one and why

The 960. Why would you buy a less powerful card when one from a similarly reputable manufacturer costs a negligible difference.

The 960 will obviously be stronger...but like RaptorCandy said, get 380

Hell if I know low budget scrap metal I got few years ago for free atm im with single fan CPU (the old 5670 sapphire) and its pretty tight fit
