GPU for my friend

Hello,

A friend of mine is wanting me to suggest and find him a deal for a GPU upgrade during the Black Friday deals, which I am more than happy to do.  He has a 1080p monitor with no plans of going to a higher resolution. His current rig has:

2600k cpu

Asus Z68 pro mobo

8 gigs of DDR3 1600

and a Corsair AX 760 psu

 

The card he will be replacing is a raedon 6870.  Originally I was suggesting a R9 390 but have found myself wondering if a 4 gig version of an r9 380 would be a better value.  He plays a ton of GTA V and wants to get FO4.  He plays others, but those are the most demanding.  Whichever card is chosen, it will be purchased in Canada.
