it says PCIexpress x16 slot  running at x16

or running at x4

Are you looking at motherboards or software?

On motherboards it means it's an x4 slot, but they stuck an x16-size socket onto it to make it look like an x16 slot.

In software readings it means the PCIe slot is operating at a lower mode to save power when the full bandwidth isn't required.

No, doesn't matter. crossfire is happy with that.

especially with new gpu's and motherboard that both support PCI-E 3.0. Won't have any impact at all.

2.0 4X, yes it will have an impact, like 10%... Not much and not enough to worry.

 

No reason to be scared, just go 4 it and you will be fine!

I had a 2nd gpu running at 4x with pci-e 2.0 and never saw issues related to it having only 4x.
