Fastest GPU for this system

I have been tasked with finding ANOTHER pain in the ass part. I have to somehow find a low profile PCI (NOT express) video card that can support Windows 7 with Aero and all that crap without a problem because the onboard video doesn't support Windows Vista or newer, as well as not being a useless pile in performance terms. As for the person's budget, I think they said somewhere around $30-ish USD because they don't want to invest more money into their older systems than they have to (quite the opposite of me lel).

 

I was thinking the Radeon HD 2400 PRO if I can still find one, but I would like to know if there is anything faster.

 

From what I know, it will be used mostly for web browsing and HD video playback, but there might also be some basic 3D games done.

Best bet would be a low profile 750 or 750 ti, I know Gigabyte makes them and you might find one used on ebay for lower than retail price, which kinda places it on your budget

but id suggest upgrading that system completely in the near future if possible

 

i also dont think youll be able to get aero working with it, youll probably struggle to even find drivers for win7/10, but there's nothing else in that price range
