My friend wanted me to make him a build with a budget of $1500. He plays games like gta v, black ops 3 and fallout 4. Is there anything I should change? Tell me what you think about the build.

I would stay with nvidia, but maybe go with a GTX 980, and bump the CPU a little higher. Also, what monitor are you going to use and what resolution are you going to play games at? If at 1080p, a 970 or a 390 would do easily. Those should even handle 1440p pretty well. Then you can splurge a little with money leftover on peripherals.
