so it's basically how much power is being pulled from the wall

In relation to the power being used by the system, yes. 

 

So, a normal 80+ PSU at 50% load (lets say 500W again) is going to be pulling 600W from the wall. A Gold rated PSU is going to be pulling 550W from the wall in the same conditions.

what does the 80+ rating on power supplies stand for?

Yes. So, if your system is using 500W, the 80+ rating will determine how much your system is going to be pulling from the wall. At 100% efficiency, a PSU would pull 500W from the wall. 

 

For this table, if 500W is 50% load on a gold rated PSU, then it is 90% efficient. This means that it is going to be pulling 10% more from the wall than the system is using, so around 550W from the wall.

That's my understanding of it.

 

Basically, the better the efficiency, the cheaper it is going to be to run. It doesn't necessarily relate to the PSU's quality though.
