Fallout 4 FM! Gaming Setup

I am trying to update afriends FM1 gaming setup forFallout 4. He wants thebest bang forbuck option. He currently has an AMD a4-3400 APU, which I'm thinking could be a pretty serious boittleneck, andno dedicated Grpahics Card.

 

Theoption I found was an A6-3650 for $70, and an R7 360 for $160. Would these allow 30fps at 1080p?

Can he sell the current parts and get something else?
I think that'd be a better route. FM1 is pretty trash.

I'd search the used market for the best bang for the buck. Should be able to find a 270x, motherboard and CPU for the price he'd be paying.

He doesn't want to upgrade the entire PC. In an ideal world, he'd want to just throw in a gpu and be done.

We all have wants, reality doesn't care. Fallout is a demanding game, not because of graphics like Witcher 3, but because the game was coded by blind monkeys.

So is there no viable way to use FM1 as a gaming platform? The combo suggested earlier won't work

We've decided to go with the 5350, as the dual core seemed to be holding him back in most of the other games (DMC, Skyrim, Magicka 2), and I think the beefier onboard graphics might also help. As it turns out, most of his other game recommend at least a quad core.
