Non-existent unless you do used parts, then that depends on your area. Your better off with a prebuilt or waiting for a larger budget.

so buy a prebuilt and add a gpu and or ssd later?

-put this in an old / cheap case (buy a new one when and if you need one)

-clone an old copy of windows from an old HHD

-buy a GPU when you have enough moneys (i would recommend a EVGA GTX 960 SSC - $170 - if your on that tight of a budget)

 

you can swap some things around like bigger SSD or go backwards and get an HHD and get an SSD later

 

but the main thing with this build is upgradeability... the MOBO and PSU allow you to upgrade to almost what ever you would want in the future and the CPU will be able to handle it
