Hyper TX3 Evo or Hyper T4?

So I am planning on building a PC really soon, and I am thinking of what cooler I should get to cool my i5-4460, because I just don't like the stock intel cooler, lived long enough with a loud pc, so I want this one to be quiet.

 

I am thinking of buying a Hyper TX3 Evo or a Hyper T4 (Both same price)

Hyper T4 comes with a back plate and the TX3 Evo has installation similar to the stock intel cooler

 

Or is there a CPU cooler that's better for the same price? Really not looking to get the most expensive CPU cooler, I just want something that's better than the stock cooler and quieter.

Why not 212 EVO?

 

It's only 25 USD @MicroCenter right now

T4 seems to be better at distributing heat, but for a locked CPU, you really don't need an aftermarket cooler. Save your money for another part of the build. 

IF you must have an aftermarket cooler, either will be fine for the 4460.

yeah i just want something thats quiet

currently have an intel stock cooler but the thing gets really loud when doing something

Have you tried setting a custom fan curve? Is it dusty?
