Hi i saw an option in power options advance mode called Processor power management, is it good or bad to set "Minimum processor state from 5% to 100%"?

dont touch that setting

 

you dont want your CPU to be running at 100% even at idle!

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

@dragoon20005 is right. Just don't touch it, it isn't good at all to let your CPU run 100% all the time

in high performance plan.

the minimum is set at 100% by default. should i be changing that?

btw im using a desktop not a laptop

I leave it at balance.
