Below 860W or above?

If a PSU like Corsair AX860 means 860W, so it means that I actually use power under 860W or it means it just support the PC that use power above 860W?

it means your powersupply can deal with 860 watts of power consumption, anymore and it doesn't have enough power to run.

Usually take this information with a pinch of salt because people can get lower/higher watts out of it depending on PSU quality.
