Yes and yes. Quietest fans in my system and keeps the chip cool and inaudible when gaming, even with a substantial overclock.

The R1 Ultimate is one of the best performing air coolers available next to other giants like the NH-D15 and Silver Arrow SB-E. It isn't as quiet as the other two but it isn't loud when the fans are turned down. http://www.silentpcreview.com/article1423-page6.html
