An optical drive is the generic term. It could mean a number of things like: Bluray, Compact-Disks (CD), Digital Versatile Disc (DVD), Laserdisk (LD)... etc

DVD Drive is a type of ODD.

An optical drive is any kind of drive that reads discs using a lens. A DVD drive is a type of optical drive, that reads dvds

Optical drive and dvd drives are one and the same, optical (I do believe..) refers to the laser that reads the data on the disc; blu-ray has a blue laser that can read smaller wavelengths of data (smaller wavelengths == more room == more gb of space).

Shipping sucks

A desktop HDD is an external hard drive. That's a different thing from an optical drive.

An external hard drive used to mean an HDD that is outside your PC, usually connected via usb. However, it's kind of an ambiguous term now because people throw external SSDs into the "external HDD" category too. It is just a HDD/SSD in a caddy outside of your PC tower, so you can use it as a removable drive.

You don't NEED an optical drive, as long as you have other means of installing windows and programs. A lot of people build systems this way.
