if youre not changing any hardware, specifically the mobo then you will be able to use the same key whether its oem or regular retail

 

if youre installing a new board/cpu then you will only be able to reuse a regular retail key as the oem key will get tied to the mobo

hi im using windows 7 64 bit pro Retail version.

i heard if i reformat my comp, i need to get another new cd key? or could i just enter the same cd key and it works?

You can use the same key, even on a new computer but you can't use it to download the ISO for windows 7.

so if i got the windows 7 pro 64 bit CD and i keep reformating, entering the exact same code is fine ? for the windows 7 pro 64 bit Retail version ?

Yea but what you will have to do is activate the key every time. Best way to do it is through the phone. Microsoft will call the given phone number with an automated message and just follow the steps and it has you like verify who you are. Just did it with an old W7 pro key from a work computer that got thrown away. Used the key on a completely knew computer and everything.

you will need to uninstall the key from the machine first.

this is fairly easy to do just a couple of command prompt commands. Here's a good guide

There are only 3 types of keys, Retail copy of keys which are bought separately by users, OEM keys which are what you have and what come preinstalled on devices, and finally Enterprise versions of keys which I'm not for sure on how many times can be used.

That is how you deactivate your windows key before you format the drive. I didn't personally have to do this but it might be smart to do so. And when you do the fresh install of windows you enter your key during the install and once windows is running just go to system and down at the bottom there is a button you can click to activate then just select the phone option if you have a smart phone.
