Need advice over budget build

Hello fellow LTT's, I am back with another puzzling question I would love some help with. 

A friend of mine came to me asking about whether to build or buy a new computer for herself, as she typically uses her current one for music and photo editing. Her current PC is quite outdated and runs rather slow, but gets the job done. She's hoping for something much more faster, stronger, and capable of running Windows 7,8,10 etc. 



Budget: = or < $400 USD. 
Resolution: 1080p perf, or higher as she's editing / messing with pictures (does photography on the side quite often).
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc): She's hoping to start using Pixlr, or other photo editing software (her current pc can't run Pixlr since it needs Win7 or better).
