Skype downloads

Hi

For whatever reason, when downloading a picture my friend sends me through Skype, it puts it in the Skype AppData folder instead of where I assigned it to download to, the Downloads folder. Why does it do this, how do I fix it? I currently have resorted to telling it where to save it every time I download something as a temporary fix

Tools > Options > IM Settings > "Show advanced options" > "When I receive a file..."

Tools > Options > IM Settings > "Show advanced options" > "When I receive a file..."

Been there done that. My issue is when I have done that is it does not change, even though it tells me it changed
