Administrator issue for Win 10

I have bitlocker on, I disabled regedit, and cmd. How is another local user able to change their account from local to admin?

Any help would be appreciated.

"Local" refers to the account being on the machine only. Not if it's a standard account or admin account. In order for a standard account(limited privileges) make their account an admin account, the admin must change it with his/her account.

I forgot to add, the local user is indeed standard.

For extra measures, I've also disabled use of the control panel. Time to wait and see if this person can change it.

There's always ways around stuff in Windows.

You sure he's not using Linux to rename things so he can launch cmd without actually running cmd?

It isn't necessary to go that far,back in windows 7,I remember in every single step of  the way anything that required administer privileges,it would be a dead end

I've also tried changing my password and disabled the control panel. This person was still able to get administrative rights for his standard account.

Did you try giving that person a Limited/Guest account instead of a Standard account?

I will try enabling a Guest Account and disabling the local standard account and update.

Also, who IS this person anyway... A sibling? family? friend? Student? Random nobody? If it's part of your work to prevent people from doing what he's doing, you could just ban that person from even be allowed on the computers, as they are clearly not willing to respect the rules set in place.
