Are you talking about the bottom shelf of the the cabinet, the one below the turntable?

If so, I'd suggest building a wood frame to match the inside dimensions then stretching speaker cloth over it.  you can find all sorts of speaker cloth online, or similar suitable fabrics at a local craft or fabric shop.

Yes. But I need it to allow airflow, as that is where my water cooling radiator is

Ok.  But what makes you think air flows better through metal mesh than through fabric mesh?  (Many people use pantyhose for added filtration on their intakes.)

This is a bit above your budget

http://www.amazon.com/Speaker-Grill-Cloth-Fabric-Black/dp/B0002ZPPDK/ref=pd_sim_sbs_201_2?ie=UTF8&dpID=61o-PRpQAdL&dpSrc=sims&preST=_AC_UL160_SR160%2C160_&refRID=1A62GN7BYVH56ECJ0C45

But you can see that it is not exactly an airflow restrictive weave.  You also don't need a square yard of the stuff.

Try a local fabric store - They don't just carry fabric for clothing, they also carry fabric for interiors, and upholstery - I'm sure you'll find a material that is inexpensive and has an open weave.

For mesh you could get something like pet screen or solar screen:
