Solved All the Issues, 

Here is How:

 

I used @stupidhuman suggestion for the GPU; He said basically to reinstall the card, which worked.  :)

 

For the Hard Drive Issue, I went to create a new disk which solved it. :)

did you install your motherboard drivers?

did you install your 980ti drivers?

is the HDD plugged into a native intel sata controller port?

Have you tried Disk Management?

2) Can't Install without the GPU being detected

3) 80% Sure

   Um how do I?

search for disk management and see if it detects the HDD.  It might just not be formatted yet.  Also, check Device Manager and see if it detects the 980ti as VGA Adapter or something like hthat.

when i plug the hdmi cable into my gpu my monitor can't detect a signal.

Not sure if this helps, but you could always try reseating the card and checking the PCI-E power connectors.
