Doubt you'll have much luck in NZ anyway, I can't even find any in AUS.

You can buy one custom made online. Major waterblocks retailers have skipped the 390 series because they are essentially rebrands of the same chip. A 290x plate might fit if the screw holes line up.

Hmm what about custom fabricating one myself?Im happy to import. i wouldnt think a 290/x plate would fit though?

Nitro uses a custom PCB... So... Tough luck. Ask sapphire if they will sell you the backplate.

Well my 390 now has a backplate!

Used the scrap from my 550d side panel and cut it to size and its sitting on there nicely looks quite good

Just write an email to the Sapphire-Support. I got the original backplate for the R9 390 for 12€ including shipping (but in Austria (not Australia!), no idea how much it costs in New Zealand).
