Then downloads are free.. Why pay for pirated Windows? O.o I'm confused.

Most of these licenses aren't pirated. They are from volume licenses that are technically not for individual sale. Microsoft doesn't seem to give a shit about that though, so I wouldn't care as you still get a legitimate Windows key

The license copies aren't eligible for the Win10 upgrade though.

 

Although coping a ISO to a flash drive isn't hard either.

Of cos they're not pirated, but still not legal.  OP wants to pay for a non-legal version of Windows...wat?
