So, will it run basically all games on 1440p and 1080p maxed out?

It will crush 1440P and 1080P.

Tell me the best possible this thing can do.

maybe some games but not all at high on 4k also i suggest a higher 80+ rating like gold but bronze is ok

A rating is just effciency and does not effect the overall reliability of a PC.

@OP

I suggest a high end air cooler over a cheap AIO. Cheaper AIOs do not generaly perform all that great. A BeQuiet! Dark Rock 3 or higher end Noctua Coolers are great. The power supply is great; however, I suggest spending a bit more on a fully modular one. Specfically the EVGA GS or G2. Corsair fans, as many will say are not the greatest. They are somewhere in the middle, a Cougar Vortex or BeQuiet! Silent Wings 2 are great choices.
