So I went from about 250 kbps and now I'm down to 60ish. I don't know much about networking and such but is this throttling?

Do you have a data limit from your ISP? 

 

It could also be maintenance that causes the ISP to run at a lower speed or cable work that caused you to be re routed

IIRC no. we have an unlimited data. just checked. yup, says unlimited.

It might just be some work on the network. If it continues I recommend you contacting your ISP and ask them about what is going on.

my down and up speed are almost the same. it seems up speed is not affected.

Then you should be around 200-250 MB/s download. Of course we have to calculate for around 10% overhead. I can only really tell you that if you are getting lower than advertised speeds you should contact your ISP and tell them about it. Maybe then can even tell you whats wrong. You shouldn't be throttled if you have a unlimited data plan

That's really crappy. I hate how companies have the whole "unlimited" package then throw in annoyances like that... At least now you know why it's been throttled.

Yeah but I still get slow speeds today which should've been back to normal since it resets daily.
