So I bought a Hyper 212 Evo the other day and just got it in today to replace the stock Intel cooler. I got a fan controller as well for this, and went and set all the fans to run real slow (~15-25% between 30 and 50 degrees) and then to ramp up fast after 60 degrees. 

 

So I ran my stress tests. And then I ran them again.

 

This kept happening.

 

I don't understand how the temperatures can be so low, yet the fan speed so slow.

Stress FPU only; your temps WILL rise. :P

bigger better passive heatsink

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I know, but like, water cooled loops sometimes can't even get these temps. It's just weird for me

well still, bigger better passive heat sink = great temps

Consider yourself lucky and move along.  You don't want that 212 stock fan to ramp up... that thing is loud.  I replaced mine after about 10 days.

Locked chip... you won't have to worry over volts messing things. Which is most issue with unlocked chips when people do first stress tests. Hows your room temp and what were temps on stock cooler? Those numbers will tell if there's some software/sensor error or just really good chip. A 4460 on stock cooler while room temp is around 24C hits max 65C under stress. I'd say you got quite normal temps.
