Atm i have it set to 60FPS http://puu.sh/kBntQ/9773a2ace8.png
and what i gather from it, the card will only make 60FPS and wont go to the trouble of making more which saves heat, or does it do something ells?

Desktop: CPU: I7-5820K GPU: 980Ti, 750Ti PhysX Mobo: MSI X99A SLI PLUS RAM: 4x4 Kingston DDR4 2400MHz OS: Win10
Storage: 250GB Samsung Evo, 3TB WD Black and Green FIRESTRIKE, Reason for dedicated PhysX Card.

Peripherals: Screen: 3x BenQ VZ2350 Mouse: Razer Naga Keyboard: Some Dell Thing Sound: Razer Tiamat, 5.1 Logitech Surround Speakers

Don't know what game that is but yes that's generally the idea.  however I've found in games where this is set that even if it's getting that 60, it's no where near as smooth as if you just let it go, or use vsync for example

Thats just a screen shot of EVGA Precision, and thats a good point though.

Steam automatically limits you to 60fps so why not. I have mine set to 80. I was getting 150+fps in some games which was stupid since my monitor is only 60hz LOL

Steam doesn't lock your frame rate, some games will limit you but not steam.

Yeah this is complete crap I just tried RRDDD and it was getting 90 - 120 fps+

It started at 30 and was raised to 60. I can pull 150+fps in Mechwarrior, every single game I play on Steam stops at 60fps. Might be a Windows 10 thing

No I just tried a Steam game on Win 10 and it got well over 60 fps

 

Steam never limited it to 30 - you're talking about TB's "framerate police" right and how they label games that are locked at 30?  I think you may have completely misread that article

Getting frustrated. Every game I ****ing play on Steam locks at 60fps. NO other game I play does that. If I'm wrong and I can unlock my fps on Steam, let me know how.

Try Skyrim. I peg at 60fps and everywhere I look says it's steam.

 

Even Boarderlands 2 pegs at 60fps

I can't confirm but I recall hearing from my friend that Skyrim is locked to 60 which bugs him because he likes to use 120 hz on a lot of things

You have to find out what other software is limiting your fps.

Please let me know if you find anything out, I've tried disabling everything listed in the guides and still locked at 60.

 

Ether way, whether it's my bad choice in games or maybe Steam picking up my 60hz I'm still locked. So I limited the FPS to 80 in other games using Catalyst

 

You have to find out what other software is limiting your fps. 

I'm OCD about my rig, I won't even use Skype. NOTHING other than Afterburner, Trixx and Catalyst have control of my GPU. Any game outside of Steam LEAPS over 100fps. Including War Thunder on Movie.

Well all I know is that Steam does not limit the FPS.  It's possible that a large number of Steam games choose to, just coincidentally, but I find this unlikely what with Steam and GabeN being the cornerstone of the PCMR and the stereotypcial 144Hz or die mentality :P

Have you checked if Vsync is enabled in those games?

All my games are on steam and run at 144hz

Turn vsync off u pleb

You are misunderstanding this. The article you linked is about the Framerate Police curator group. They are Steam users who post information about what games are locked to 30 FPS and what tweaks are required to unlock them. It has nothing to do with Valve or Steam as a service—except that Valve declines to do that themselves, anyway.

 

There are a variety of possible reasons you're seeing your games cap to 60 FPS. Some games (a lot of Ubisoft titles in particular) simply have hard-coded 60 FPS caps. In others, you can turn on a framerate limit in-game (which includes but is not limited to Vsync). Or you may have Vsync forced on in your Nvidia/AMD driver. But in any case, it's not a Steam-imposed limit.

 

CS:GO isn't just a Steam game, it's made by Valve, and it's the quintessential example of a game that everyone is playing at extremely high framerates.

Edit: Come to think of it, Windows 10 has an Xbox app included that has a game recording feature that I've heard limits you to 60 FPS. Make sure that's off.

This is how it's done folks. I downloaded the windows game app in an attempt to play Fallout 3. Totally my fault and that might be the cause. I'm inundated with midterm work so can't test it but will update if that's the cause. Vsync is off fyi. Typogaphie wins the internets today.
