Yes in theory, but every DX ever has had a bunch of features that card makers/game developers never quite got around to supporting. Or features that MS talked up (remember DX is competing with other APIs) but turned out to not really worth being implementing.
There are a bunch of multithread features in DX11 that never really got used to the extent they were talked up. VRAM stacking, async, etc all sound great when MS talks them up, but we'll see what gets used and what the benchmarks are at the end of the day.
