The 950 would do just fine for your buddy who is playing LoL and Minecraft. And it would still handle other games just fine... maybe not ultra settings, but it will do good. Even if he has a locked CPU, I wouldn't be against suggesting a Z97 board, it has better features than the H97 and higher upgrade possibilities. The SSD and HDD are the exact ones I have in my rig I built a couple months ago and they work great. My computers takes about 10 seconds to fully boot. There's no need for a different CPU cooler right off the bat, if anything, get a couple of good quality fans and stick in this case. It's the same case I have and it's fantastic.

I have a little bit of experiance as I built my own PC though I still am not really sure which parts are most appropriate.

The most tasking thing my friend will do is play very low power games like League of Legends and Minecraft.

He has a max budget of 650 Euros.

 

 

What I proposed:

I5 4460

212 Evo for cooling

Some sort of Z97 mobo

Geforce GTX 950 from MSI

A Micro ATX case?

A 250 GB 840 EVO and a 1TB HDD

Corsair Vengence 8GB

Corsair CX 500W PSU

You don't need to get a Z97 board with a locked processor, get a H97 one.

There is no need for a third party cooler, the stock one will suffice.

Get a R9 380 instead of that 950.

But better safe than sorry, he might decide to play more intensive things one day. And it's not like it would add much to the budget, as you will be able to afford by getting rid of the not so useful cooler for this use case and Z97 board.

i agree with the H97 and 380, but an aftermarket cooler can always help

If your friend really wants to save money, go for the 950. If he can spend a little extra, the 380 is worth it.
