No do not unplug your power cables. It's best to shut your PC down and turn off your PSU. Maybe it's safe but logic tells me otherwise.

Don't plug anything in or unplug anything while your rig is turned on, it's just not worth the risk.

Oh, sorry!  Misread that.  Yeah, definitely don't remove them with your computer on.  Shut down, then either switch off the PSU or unplug it before connecting/disconnecting them
