Try some simple file transfers (both artificial and real) and see if the speeds are consistent on both read and write as well as the speed as a whole. Also if you don't mind me asking what kind of hard drive is it?

I fix computers and computer accessories... sometimes... when I want to...

Which model and brand of hard drive is?, how old it is?

I think it is about 2 years old now :P It's very possible I'm wrong though. It is a WD black 1TB

When the stuttering happens, what's the behavior of the hard drive activity led?, does it match with the stuttering?, and what are you doing when that happens?

That shouldn't happen, unless your download speed is of a few hundreds of MB/s, something else must be using too much your hard drive.

Did you changed anything software related before that happened?

What's your HDD usage look like in Task Manager? If it's pinned to 100% ( I find the System process does this a lot), stuttering is not uncommon.
